Mission

The Sunland Park Community and Economic Development Department’s mission is grounded in three core principles:
1) Enhancing the Quality of Life while preserving culture.

3) Empowering Residents, Homeowners, Business Owners and Community Stakeholders.

Vision

The vision of the Department is to improve civic engagement, economic development, education, health & quality of life and transportation for the City of Sunland Park.

I am a Mexican native born in Ciudad Juarez, Chihuahua and raised in Las Cruces, NM. I am married to an incredible lady, have six children, and three grandchildren. I received my bachelor’s in civil engineering in 1997 and spent a short stint with Exxon Mobile in New Orleans, LA before moving back to Albuquerque, NM in 1998. In 2000, I received by Master’s in Transportation Engineering, have since gained technical, financial, government, and leadership training. My 24-year career focus has been on public works, federal, commercial, and private development projects. In my most recent role before deciding to leave the engineering field, I served as Vice President and Municipal Services Division Service Unit Manager, working across the four U.S. border states for Wilson & Company Inc.

Sunland Park is the gateway from two states and one country. I am entrusted with the tools in accordance with God’s incredible plan and purpose, to serve the public every day. Commitment, work ethic, and personal relationship building defines my culture. Today, our team will focus on raising the customer service to residents and business that are operating or looking to relocate to Sunland Park.

We have recruited a team of professionals that are skilled at full project development including marketing, branding, financial, legal counsel, public engagement, and project lobbing in both the private and public sector. We are intentional in reaching out to our bi-national partners and building relationships and opportunities as well.

Everyday, our team is working on the tasks that matter to our residents, such as graffiti, street pothole repair, trash removal, to name a few. At the same time, the team is working on improving internal processes and efficiency across departments. Finally, we are actively planning and executing short-term, mid-term and long-term projects and strategies to elevate Sunland Park’s quality of life.

I joined the Sunland Park team as Deputy City Manager in 2025, continuing a fifteen-year career in public service. Much of my professional work has focused on improving the lives of border residents and creating greater economic opportunities for the region I call home. I was born in Ciudad Juarez, Mexico, grew up in communities across New Mexico, and now have the privilege of living with my family in Sunland Park.

Prior to joining the city government, I led an executive branch state agency, the New Mexico Border Authority, for over four years. At the helm of the state’s lead border agency, I helped secure millions of dollars in investment in the region for various critical projects, including the Border Highway Connector, Industrial Park Elevated Water Tank, the Santa Teresa Port of Entry and the Columbus Berm Flood Protection Project. I also served as border staffer for now-retired U.S. Senator Tom Udall for ten years, where I helped local communities to promote greater entrepreneurship, expand housing availability and secure federal investments in infrastructure. Outside of my career in public service, I worked in the private sector as General Manager of a successful local business, and I began my professional career in journalism as News Director for a regional NPR affiliate.

While my career has taken many turns, my commitment to the border region, and the communities I serve, remains unchanged. I am honored to work with a very qualified and dedicated team at the City of Sunland Park that is focused on leading transformative change that improves the quality of lives of our residents and neighbors. I live in Sunland Park with my wife, a proud Polish woman, who is also a smart and dedicated teacher, and our two young children. Lastly, I hold a degree from New Mexico State University. Go Aggies!
