City officials, community members, and housing leaders gathered at the Public Housing Authority Complex on July 21 to mark the completion of a $1,980,000 site improvement project. The ceremony celebrated the largest capital investment in the history of the Sunland Park Housing Authority (PHA).
Ground first broke on the public housing project in 1992. Over the following 31 years, persistent wind and rain erosion gradually wore down the site, undermining walkways, isolating curb and gutter lines, and destabilizing surrounding slopes.
The turning point came in 2023, when PHA leadership met with city management to conduct a detailed review of the complex’s physical conditions. That fall, the city submitted a grant application to the New Mexico Finance Authority (NMFA) Colonias Infrastructure Fund. Contractor Highlands Enterprises was ultimately selected as the lowest responsible and responsive bidder to execute the design plans.
The completed project tackles long-standing erosion through targeted civil engineering solutions, beginning with comprehensive site regrading across all housing units to direct stormwater away from structures. Perimeter security was upgraded through the construction of a new rockwall boundary, windscreen, and controlled access gate system to improve resident safety. Drivers and visitors will see a fully repaved parking lot with expanded capacity, alongside rebuilt, isolated sidewalks and concrete curb-and-gutter systems designed to handle regional weather patterns.
Speaking under a shaded canopy during the morning ceremony, Mayor Javier Perea highlighted the broader social purpose behind public housing investments.
"Being able to provide opportunity for the less fortunate... sometimes people have a negative connotation about public housing, and there's nothing negative, there's nothing bad about it," Mayor Perea said. "Sometimes there are people in our society that need that extra help, that need that extra lift, and public housing provides that. Just because people come from low-income areas or people don't have the money to buy a new home, doesn't mean that they don't deserve a dignified space."
Mayor Perea praised PHA Director Martha Portillo and her team for transforming the complex into a clean, welcoming environment for local families, noting that housing stability serves as a foundation for economic mobility. Portillo opened her address by thanking municipal leaders and city staff for prioritizing capital improvements at the complex.
"On behalf of the Housing Authority, I want to express our sincere gratitude for your commitment to invest in our community, through your support of affordable housing," Portillo said. "Your decision to allocate funding to improve our Housing Authority is more than an investment, it preserves the longevity of much-needed housing assistance to our residents in Sunland Park."
With construction wrapped, the upgraded infrastructure secures the physical site, protects surrounding property values, and ensures long-term residential housing assistance remains stable for years to come.
