The City of Sunland Park has been awarded a $350,000 Technical Assistance grant from the North American Development Bank (NADBank) to launch a planning and engineering study. The project will analyze and develop mitigation alternatives for cross-border stormwater runoff and contaminated wastewater flows entering Sunland Park from the Anapra region of Ciudad Juárez, Mexico.
This $350,000 grant, backed by a 10% City match of $35,000, is a required step to position the project for future construction funding opportunities. By completing this certified engineering analysis and hydrologic modeling, Sunland Park establishes the data and technical framework necessary to compete for future capital improvement funding.
Because water flows across the border, the City is participating in a regional coordination effort that includes the International Boundary and Water Commission (IBWC), the EPA, Union Pacific Railroad, the City of El Paso, Doña Ana County, El Paso County, and Mexican agencies and utilities. This team will work to ensure the technical analysis reflects bi-national drainage interactions and regional infrstructure constraints.
The core goal is protecting public health and the Rio Grande watershed. The study will evaluate existing water quality conditions, identify contaminants of concern, and target the sources of untreated wastewater discharges before they affect local communities. The final deliverables will provide a recommended mitigation strategy, preliminary cost estimates, and a phased implementation schedule to improve drainage performance and reduce flooding risks.
This grant is dedicated strictly to technical analysis, data collection, and preliminary engineering design. It does not fund active construction or immediate physical infrastructure work. Regular city public works maintenance and emergency storm responses will continue at full capacity while this engineering study is conducted.
