The city has undergone a financial transformation over the last fourteen years. Starting from a $5.8 million general fund budget in 2013, the city is moving into the next fiscal year with a budget exceeding $17 million. This nearly 300% increase provides the capacity to double reserve requirements and better handle emergency needs.
Returning Utilities to the People
A major focus of the address was the dissolution of the Joint Powers Agreement (JPA) that formed CRRUA with Dona Ana County, and the creation of the Sunland Park Utilities Department. The city is currently investing $2 million in direct infrastructure to address long-standing water issues.
A Focus on Protecting the Vulnerable
The city is actively addressing food insecurity, with a new food pantry under construction in partnership with Casa de Peregrinos. The Mayor emphasized that these projects are not just about facilities, but about providing the basic security families need to thrive.

Investing in the Guardians of the Community
Public safety remains the city’s highest budgetary priority. With the Fire Department reaching an ISO rating of four and the Police Department implementing a 12% salary increase for retention, the city is focused on keeping experienced professionals in Sunland Park.
