The City of Sunland Park is Considering the Approval for an Independent Animal Control & Codes Department Assessment

The City of Sunland Park is initiating a comprehensive Animal Control & Codes Department Assessment to strengthen public safety, operational efficiency, and compliance with municipal and state requirements. The process begins with a structured pre-assessment phase that defines the evaluation scope (Animal Control operations, Codes Enforcement, administrative functions, and customer service) and compiles baseline materials such as policies, case history, staffing records, budgets, and equipment inventories. A detailed review of policies and procedures will ensure alignment with City ordinances, state statutes, and humane handling standards while identifying gaps and needed updates.

 

Staffing capacity will be assessed through workload analysis, certification reviews, interviews, and field observations to determine operational readiness, training needs, and workforce adequacy. Equipment and fleet will undergo a thorough condition and compliance inspection to evaluate whether current assets support safe and effective field operations. The evaluation will also examine ordinance enforcement practices, citation consistency, case documentation, and coordination with Municipal Court to ensure fairness and clarity in application of City code.

 

In addition, the process includes a review of fee schedules and revenue to determine whether current rates are lawful, appropriate, and aligned with cost-recovery objectives. Case intake, tracking, and close-out procedures will be audited to verify consistency, timeliness, and accuracy across dispatching, documentation, workflow management, and data entry. Finally, reporting practices and performance metrics will be evaluated to improve transparency, data quality, and decision-making. The process will conclude with a comprehensive Findings & Improvement Plan outlining short-, mid-, and long-term recommendations to enhance department performance and accountability.
