On February 24, 2009, the City Sunland Park and Doña Ana County entered into a Joint Powers Agreement (JPA) for the purpose of combining all of the City water and wastewater facilities and operations with certain defined County water and wastewater facilities and operations. The purpose and need of the JPA is for the integration of said water and wastewater facilities and operations would give rise to economies of scale in the acquisition, construction and operation of water and wastewater facilities resulting in a higher level of service to all customers and long-term residential and commercial growth potential both inside the affected service area, and for the entire state of New Mexico.
The City is soliciting applications for an independent representative from the community who has an interest in public utility oversight and possess related technical background. The independent representative shall be non-City/County employees. These appointees will serve staggered four-year terms with the ability of the Governing Body to reappoint board members for two additional four-year terms or replace the board member at the end of their respective terms
